If recruiting activity is high but positions remain difficult to fill, employees fail to report, or workers repeatedly leave shortly after starting, there may be something about the job, labor market, or operating environment that is making the assignment difficult to attract or retain people for.Sometimes the issue is candidate fit. A worker may have warehouse experience but lack the equipment experience required for that particular assignment. Someone may be capable of performing the job but unable to reliably reach a 5:00 a.m. shift. Another employee may not be suited to the temperature, lifting requirements, physical pace, production expectations, schedule, or environment even though the résumé appears appropriate.Sometimes the challenge is broader than the individual worker. Pay rate matters, but so can location, transportation, parking, shift times, mandatory overtime, facility access, working conditions, local competition for the same skills, and the reputation of the workplace. The public-transit stop was nearly a mile from the actual work area. Employees who drove found that the closest parking filled very early, often before the normal shift began. A newer employee could arrive at the property 15 or 20 minutes before the scheduled start time and still face a long walk from the back of the parking area, sometimes through rain or summer heat, before even reaching the building.Getting through the door did not solve the problem. Employees then had to navigate a large and unfamiliar series of interior corridors before reaching the central area where they could clock in. What looked on a report like someone arriving late could actually be an employee who had reached the property early and spent close to 20 minutes simply trying to get from the edge of the property to the time clock. The same friction occurred again at the end of the shift.The answer was not a higher pay rate or another recruiting campaign. Labor Staffing's onsite supervisor began using a golf cart to help shuttle employees from the distant parking areas to the facility entrance.That example illustrates why repeated staffing problems should be treated as a diagnostic problem rather than a blame problem. Recruiting problems, retention problems, attendance problems, transportation problems, access problems, and workplace problems can all produce the same visible metric: the requested headcount is not being maintained. They require very different solutions.The assignment itself can also contribute to the problem. A job may have been described inaccurately. New employees may arrive expecting one type of work and encounter another. Onboarding may be weak. Supervisors may communicate expectations inconsistently. Required skills may be more specialized than originally understood. A pay rate or schedule that worked several years ago may no longer reflect current market conditions.And sometimes the staffing provider really does need to improve. Recruiting effort may be insufficient, candidate follow-up may be weak, recruiters may not understand the assignment well enough, or employees may be poorly matched to the job. The point is not to assume the agency is never responsible. It is to determine which part of the system is actually failing.When the same assignment repeatedly loses employees, continually sending replacements can create an expensive revolving door. Supervisors repeatedly train new workers, productivity resets, experienced employees carry more of the workload, and management spends increasing amounts of time dealing with attendance and turnover instead of running the operation.A useful review therefore looks at the entire labor equation: the position and required skills, pay rate, location, shift, transportation, parking and facility access, competing employers, applicant volume, offer acceptance, first-day attendance, early turnover, reasons employees give for leaving, onboarding, supervision, and what workers actually experience after arriving at the facility.Those patterns can point to very different solutions. If multiple staffing agencies struggle with the same position, the issue may be compensation, schedule, transportation, access, job design, working conditions, reputation, or local labor supply. If one agency consistently underperforms other providers under the same conditions, recruiting or workforce management may be the problem. If plenty of people apply but few accept, that tells you something different from a position where people accept and then leave during the first week.The strongest staffing relationships therefore become consultative. The objective should not be to keep replacing people or decide whose fault the problem is. It should be to understand what is preventing the workforce from stabilizing and what can realistically be changed.Sometimes the answer is better recruiting. Sometimes it is a different pay rate, shift, candidate profile, job description, onboarding process, transportation solution, parking arrangement, access plan, supervisor practice, or staffing model.The goal is ultimately to improve the match between the worker, the job, the labor market, and the operating environment so the workforce can actually perform and remain stable.
